From: Maggie Downey Sent: Thursday, August 30, 2018 4:34 PM To: Tim Carroll Subject: Cape Light Compact RFP for Municipal Electric Accounts Attachments: FINAL Agent Authorization Letter 08.28.18.docx; DRAFT Muni RFP proxy template - 08.29.18.docx Importance: High Tim The Cape Light Compact is in the process of preparing for the next municipal power supply request for proposals. I am contacting you because you participated in the municipal power supply RFP last time and/or have expressed interest in participating this time. The current municipal power supply contract term ends with July 2019 meter reads, and due to FY 20 budget seasons approaching, we are looking to lock in FY 20 + power supply pricing this fall through this RFP. The Compact will be soliciting pricing proposals for retail power supply for a term to last 12 to 36 months. I have heard from several of you that you are interested in pricing for power supply that is more renewable than state requirements. As such, the Compact is also inviting (but not requiring) RFP respondents to propose adder pricing for exceeding state-minimum renewable energy requirements through the purchase of additional Renewable Energy Certificates (RECs), in 1% increments. However, the supplier will be selected on the basis of their base price (prior to adding any renewable content). If a supplier is chosen that has offered an option for incorporating additional renewable content, each entity may decide for themselves how much (if any) additional renewable content they would like to purchase through the contract at the adder price offered by the supplier. Please note that the Compact (even if authorized through proxy letter) will not sign a supply contract on behalf of an entity that incorporates additional renewable content, due to the associated pricing premium. Therefore, if you are interested in contracting for additional renewable content, please be sure to attend the bid evaluation day on October 25. If you would like to participate in the municipal power supply RFP, I will need the following from you: * Please fill in, sign, scan, and email back the Agent Authorization form by Thursday, September 6. * Please let me know if you or an authorized representative with contracting authority plan to attend the bid evaluation day on October 25 to evaluate and execute the contract. If you or an authorized representative with contracting authority cannot attend and would like for me to do so on your behalf, please fill in, sign, scan, and email back the Proxy Authorization letter prior to bid day. * If you are interested in potentially signing a contract for power supply that includes additional renewable content, be sure to attend the bid day on October 25. Again, the Compact will not sign a contract on behalf of any Town that includes renewable content above state minimum requirements, even if that entity has authorized the Compact to sign on their behalf via the proxy letter. * Please designate the best person (if someone other than yourself) for the Compact’s power supply planner, Austin Brandt, to contact in the next two weeks to verify the listing of your electric accounts, and provide a contact email address. We will need to have electric account lists confirmed by September 14th. If you do not want to participate, please send me a quick email to let me know so that I don’t contact you on this any further. Lastly, if you have any questions, please don’t hesitate to reach out to me directly. Maggie Margaret T.
